Innovation presentation

A significant share of Cambodia’s workforce operates within the informal economy, leaving individuals and families highly exposed to financial shocks. Limited insurance literacy, affordability concerns, and low trust in formal financial institutions have historically prevented meaningful insurance penetration in this segment.

Phillip General Insurance (Cambodia) Plc (PGI) is the insurance solution provider and execution lead in a group-supported collaboration with the Ministry of Industry, Science, Technology and Innovation (MISTI). While the partnership is endorsed at shareholder level across Phillip Cambodia entities, PGI is responsible for the design, underwriting, education, and delivery of insurance protection to informal economy participants.

The initiative focuses on providing practical, appropriate coverage including motorcycle third-party liability and personal accident protection with alongside structured insurance literacy and financial education. This is not a short-term CSR activity, but a disciplined market-development initiative aligned with Cambodia’s national objective to formalise informal economic activity sustainably and responsibly.
